high rank officers can use good Panther skin, low level officer frequently used small pieces of skin sewed togheter. The used normally the scrap parts of the skin.

Yes, the same has been said of British saddle cloths (e.g. the Marquess of Anglesey). No one seemed to care much if they were real or fake.

the Empresse Dragoon were raised inside the guard and have a special attention from Napoleon, anything can be excluded but probably, at least at the beginning, they had low quality panther skin
